The Education for Homeless Children and Youth (EHCY) program is authorized under Title VII-B of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11431 et seq.) (McKinney-Vento Act). The McKinney-Vento Act was originally authorized in 1987 and was most recently re-authorized in December 2015 by the Every Student Succeeds Act (ESSA). The program provides homeless students with protections and services to ensure they enroll in and attend school; complete their high school education and be positioned for success after graduation.
The McKinney-Vento Homeless Assistance Act provides services to children and youth who lack a fixed, regular and adequate nighttime residence. Examples of this could be: you are staying in a shelter or FEMA trailer; sharing the housing of others due to loss of housing or economic hardship; living in a car, park, campground, or other inadequate accommodations; temporarily living in a motel or hotel due to loss of housing or economic hardship; and/or living alone as a minor student without an adult (unaccompanied youth).
If eligible, children and youth have a right to receive a free, appropriate public education; enroll in school immediately, even if lacking documents normally required for enrollment; enroll in a local school or continue attending your school of origin; receive transportation to and from the school of origin if requested; and receive educational services comparable to those provided to other students, in accordance with their needs.
